The link you've posted seems outdated, the page has moved to
<http://tortoisesvn.net/reportbug.html>. The link to the issue tracker
<http://code.google.com/p/tortoisesvn/wiki/IssueTracker?tm=3> works for
me. Looks like a meta bug-reporting meta-bug?
