[1.7] How-to commit externals properties changes

Hi,
since we have upgrated to tortoise 1.7 on Windows Vista, it's impossible to commit new externals projects.
When we add new externals folders and then we commit the root folder : the dialog box displays « No files were changed or added since the last commit. [...] »
I tried to get the nightly buid but the problem still persists.
do you have any ideas ?
