I had a similar but different issue.

I recently upgraded from 1.6.16 to 1.7.1 and suddenly the Diff-Scripts
stopped working for me. Instead of running the Diff-Scripts, TSVN was
diffing using WinMerge (External) or TortoiseMerge. It seems changing
the HKEY_CURRENT_USER\Software\TortoiseSVN\DiffTools and
HKEY_CURRENT_USER\Software\TortoiseSVN\MergeTools registry entries to
have periods in front of the extensions solves the problem for me.

Stefan, curious to your thoughts on this.
