Just to add some more information, the Copy log contains the following when creating the tag:

Command: Copy xxx to xxx, Revision HEAD
Completed: At revision: xxx
Command: Changing externals to fixed revision

My guess is that the last command is supposed to be setting the peg revisions to the externals.
However, as stated in my original post, this does not seem to be the case.
