1.7 Context Menus are Missing From Files

I just upgraded to the 64 bit version of Tortoise Svn 1.7 on my system running Windows 7.
When I right click a directory in my source tree, I see Tortoise SVN menu items in the context menu.
When I right click a file I do not see the expected menu item from Tortoise SVN.

I have tried a repair install and jiggled some of the preferences but with no luck.

Is this a known problem with a known solution?
