commit an unversioned folder

I am still new to SVN, so be patient.

How do I commit a folder that doesn't require version control. I have a
folder, subfolder of my SVN root, that I want to commit to the repository so
that other user can view the files but I don't need any version control on
it.

I also have this minor problem. One of the subfolder under the root of SVN
shows a modified overlay icon. When I performed a commit, no change was
detected in the commit windows. Can someone advice how I can locate the
change\diagnose the problem?
