I'm sorry, how would you see TortoiseSVN on the server? What does that
mean? It's a GUI client, not a server, and there's only one msi
installer (not counting older versions or 32/64-bit etc.).

A post-commit hook is a script that lives in your repository, usually in
the "hooks" subdirectory. It's completely independent from TortoiseSVN.
Those hooks are disabled by default, because their name ends in .tmpl
(as in "template"). Someone must have activated the post-commit.tmpl.

Please note, that this isn't a TortoiseSVN issue. The script is probably
broken.
