TortoiseSVN itself does not bring any server[1]. So there must be any
other server installed.

Maybe you check the service control panel (services.msc) for the service
running?

Or you check with tools like process explorer which process occupies the
ports for the server.

(Or are you accessing the repository via file:// URLs on a shared
network drive? That is generally not a good idea...)

[1] The newest prerelease builds for SVN 1.7 optionally installs the
command line tools, but I doubt that you're running this version on your
server.
