How to create a folder tree without upload files

Hello,
I have a big folder tree, with tons of GB and files.

I just want to set up an svn where I can upload few files, some that are i.e. in my root/X/Y/Z/, some in root/H/K/L/M/, etc..., but I would like to replicate my folder tree on svn so when I want to commit the new versions I can simply do it using the commit function under the root tree, without worry of every single file.

I've seen that using the import function of my tortoise client it tries to upload all the files under my directory into the svn, but it's not what I need.
And it's not reasonable to keep an exclusion list, because the files are too much.

How can I do it?
