That's wrong.
You can access svn repositories (and servers) of versions 1.0, 1.1, 1.2, 1.3, 1.4, 1.5, 1.6 and 1.7 with both TortoiseSVN 1.6 and 1.7. (See http://tortoisesvn.tigris.org/compatibility.html - everything else is a critical bug which is likely to be fixed quickly!)
But working copies have to match the first and second part of the version number. That means a 1.6.x client can only access a 1.6 working copy, and a 1.7.x client can only access a 1.7 working copy.
Never versions of the client, however, can upgrade an existing working copy to their own, current format.
This has always been the case for older SVN versions, they did upgrade the working copy to their new format automatically. But as the working copy format changed drastically for 1.7, this upgrade has to be triggered manually if you update any 1.0, ..., 1.6 working copy to 1.7.
Downgrading from 1.7 format back to 1.6 is not possible yet.
