commit fail (resource out of date; try updating)

we use 1.6.16 build 21511 tortoisesvn client. some collegues face
commit fail and response resource out of date;try updating message.But
no matter how they update and commit.always exception with (resource
out of date; try updating)
we faced that error when they use get lock file and then commit. and
those modified file in fact only change by themselves.there is no new
revision before they commit.

now we should refresh checkout and modify file to commit.
