Some DVCS like Git (if I recall well, Mercurial too, even supported by
TortoiseHG) have a possibility to access a SVN repository. Perhaps you
could investigate this for the one person who cannot access directly
SVN continuously.

If I have understood correctly, this was also one of the major reasons
why the development of SVK was discontinued.
