I don't know how WinDoctor determined that, but it's wrong. The
TortoiseSVN installer does include msvcp90.dll--it goes in the
side-by-side directory
(C:\WINDOWS\WinSxS\x86_Microsoft.VC90.CRT_1fc8b3b9a1e18e3b_9.0.30729.4148_x-ww_d495ac4e
on my system), and SubWCRev is able to find it there without any problems.
