svn command problems

Hi,

I've got a problem with TortoiseSVN-1.6.15 on WinXP. Some commands
work; some don't.

"svn update" works fine; "svn commit" quits before updating the
repository; and "svn branch/tag" fails or succeeds (depending on how the
branch/tag name is specified).

I suspect a DLL conflict (related to windowing) as the command line
version of SVN is fine. The problem affects all users on my workstation.
Other machines (without cygwin, emacs, vmware) are working fine.

Below are details.

Environment:

    Windows XP Pro, SP 3
    TortoiseSVN-1.6.15
    Cygwin, ntemacs, and vmware installed

    The above combination of tools worked fine for years. The problems
started after switching to a new computer and downloading/reinstalling
the tools.

Problem:

    from Windows Explorer:
        svn update and checkout work fine.
        svn commit fails
        svn branch/tag fails or succeeds depending on how the branch
name is specified.

    using Cygwin svn client (1.6.15 r1038135, collab.net):
        svn commit works fine. branch/tag not tested

    Windows event manager doesn't indicate any problems. The problems
started some months ago after switching to a new computer.

    I'm looking for ways to further narrow down the root cause of the
problem so that TortoiseSVN is fully usable from Windows explorer.

    Note: the same problem occurs with TortoiseSVN-1.6.2

    Below are 3 problem scenarios and 1 success scenario.

Problem Scenario #1:

  Using explorer's context menu, select "svn commit"
  SVN commit window opens
  Type in commit message.
  Click on OK button
  SVN commit window closes.
  Files are not committed.

Problem Scenario #2:

  Using explorer's context menu, select "svn commit"
  SVN commit window opens
  Click on "Recent messages" button
  Select message from "Log history" window and click on OK.
  Message appears in "Commit" window.
  Click on OK button
  SVN commit window closes.
  Files are not committed.

Problem Scenario #3:
  Using explorer's context menu, select SVN's "Branch/tag" option
  SVN Copy (Branch/Tag) window opens
  select URL Browse ( "..." ) button
  repo browser opens
  navigate to tags branch
  add "testing" to end of URL
  click on OK
  repo browser and SVN copy window close immediately

Success Scenario:
  Using explorer's context menu, select SVN's "Branch/tag" option
  SVN Copy (Branch/Tag) window opens
  manually change URL from ".../trunk" to ".../tags/testing"
  click on OK
  Copy operation completes normally.
