strange error with 'merge two different trees'

Hi folks,

I'm trying to merge two different trees into a working copy, with options:

From:
http://www.bci2000.org/svn/tags/BCI2000.v2.1
Revision: 2960

To:
http://www.bci2000.org/svn/trunk
Revision:Head

It fails with error: '/svn/!svn/bc/2960/tags/BCI2000.v2.1' path not found.
However, if I merge from Head to Head, it seems to work better (at least it
starts working, it fails much later). Any ideas if this is Subversion,
TSVN, or the folks who maintain that repository? That error message strikes
me as very strange...
