It's not a real checkout, but if you want to /get/ just this one file:

* right mouse click (on your working copy) > TortoiseSVN > Show log
* (if there isn't any working copy: TortoiseSVN > Repo-browser)
* browse for and select the file of interest
* Copy to some explorer window using drag & drop
