TortoiseBlame retries several times to open its files, up to 2.5
seconds. If there's some app that holds the file for that long, there's
nothing we can do about that.
I don't think it has something to do with your server, except that your
virus scanner recognizes one as more dangerous than the other and then
does a more (and much longer) scan of the files downloaded from there...
