Frankly, you should implement and teach Subversion in general, not
TortoiseSVN in particular. The issue of cross-platform development then
vanishes into thin air because all your developers will know how to use
any client, IDE plugin or CLI on any of your target platforms.

As for your QT clone of TortoiseSVN: Good luck.
