Diff with Previous Version compares to HEAD-1 - you're not necessarily
comparing the WC to...anything that'll mean what you appear to expect
it to mean.

Open up Check for Modifications. That will list what's changed since
your last update from the repository. If nothing has changed, you
cannot force a commit of nothing.
