Not necessarily. When you use a web browser, you're only using basic
HTTP methods - GET, POST, HEAD. TortoiseSVN (and other clients) use
more HTTP methods related to WebDAV, some (or all) of which may be
blocked by a firewall or other network configuration.

Revert is a client-side only operation, in the strict sense of the
term. What are you *really* describing here?

Have you tried the latest release, and/or other clients?
