I, along with several others, have also encountered problems using TSVN
versions > 1.6.10 w/ SSL.
The latest of my thread for this as it relates to subversion (not TSVN)

The current status in summary: the latest version of SVN's CLI (1.6.15)
works. The last version of TSVN that does not exhibit this problem is
1.6.10. Myself and at least 2 other people who have this problem have
found TSVN 1.6.10 to work, while TSVN 1.6.11 and 1.6.12 do not.

Unfortunately, the root cause is still unknown.
