Others told you already, this possibly not the best place to ask and that the
SVN mailinglist might be a better place.

Anyhow, there are different things to consider:
1. If you're using file:// URLs, you have full access to the repository
itself, not just its content, so any access control is useless.

2. Depending on whether you use svn:// or http://, you have different options
for authentication, I believe you also have different options for
authorisation.

3. All that said, you can still create hook scripts that enforce something
completely different. I guess it's usually not important, but still something
to be aware of.

So, when asking in SVN's mailinglist, you could help yourself by telling
people a bit more about your system, in particular the access scheme.
