Some further info: I created a new working copy from the same repository I was using earlier. The new working copy displays the full set of context menu items. Also, the working copy files and subfolders display the proper icon overlays.
So it does look like something in a working copy needs to get updated when you move from 32 bits to 64 bits. But I couldn't find anything obvious in the _svn subfolder of any of the "old" working copies.
