Why? 64-bit Windows using a 64-bit Explorer is assumed - why would a 64-bit
operating system using a 32-bit explorer by default? That makes no sense.

If someone uses 64-bit Windows, then they should download 64-bit TSVN. If
they then realise that they require some functionality in an older 32-bit
application, then download the 32-bit TSVN as well. Why is *that* so hard to
understand?
