That wouldn't help anyway:

a) Some third-party file managers are 64-bit as well (so you'd still
need 64-bit TSVN with them just like you do with Explorer).

b) For those which aren't, using a 32-bit file manager on a 64-bit
system can bring unwanted problems of its own. (Even if the authors
manage to avoid showing you the fake 32-bit view of the filesystem,
your 64-bit shell extensions will not work, resulting in exactly the
type of problem you are trying to solve, only worse as things may
assume they only need to install the bitness that Explorer uses).

Just install both versions of TSVN if you need both.
