There are two APIs that allow you to do exactly what I suggested (use a
central version of subversion). The C-API (applicable for TortoiseSVN)
and the JavaHL integration library. Most of the Java plugins use the
JavaHL integration library so that things just work. That's the reason
why I haven't had to complain before when I was doing Java development.

It's a longer uphill battle to convince other projects to use those
APIs, but I thought I'd just point out that they exist.
