It is AnkhSVN. Now I have to go figure out which version agrees with
the version of TortoiseSVN I have.

private network, so I have to use the approved versions of software they

That upgrade behaviour is part of the SVN libraries themselves, so you'd
have to bring this up with the subversion developers - but...

Which VS integration plugin do you use? I'm using AnkhSVN, and it's
always been keeping up with SVN releases, making differing SVN versions
a non-issue:
