1. Try reproducing the issue using the SVN command line client
(preferably the same version as the SVN libraries that TSVN uses; you
can check in TSVN->About)
2. Try it with the 32-bit client and the 64-bit client to see if it
makes a difference

Perhaps a virus scanner/indexing service is interfering?
