D'OH! I have only checked the changelog maintained with TSVN 1.6.6. I should have checked the changelog maintained with TSVN 1.6.7. I have just found revision r18414 which updates neon to 0.29.3 in TSVN 1.6.7 (http://nightlybuilds.tortoisesvn.net/1.6.x/changelog.html#r18414). That is the explanation for my problem.
