Do you mean you are using the file:// access to the repository? What
is the exact URL you checkout from?

File access could be much slower than accessing a real svnserve or
apache based svn server.

That seems to indicate that it is either a windows issue, a local
issue (antivirus/firewall) or something embedded in the svn libraries.
Neither of these can be influenced much by TSVN.
