I'm the system specs are Core 2 Duo T7200, 2.0GB mem, 1gb network. 7200PRM HD.

I don't know what you mean by what access method? I'm on wired and I'm accessing the repository by right clicking on a directory and choose repo browser. Then I find the folder and check it out.

I've also tried to use a command line based svn client like slik, but the results aren't much better.

A redhat workstation can download the repository in 8secs while my computer does the same job in 30secs.
