SVN tmp file

Good Morning-
 
I have two questions I was hoping you answer for me. I can't seem to
find exactly what I'm looking for out on the web or in the SVN Vendor
Manual User Guide.

1. Is there a way to avoid tmp files in work areas on local pc from
being auto created?
2. If a user "ignored" a tmp file and then performed a commit for
another file in the same work area and now has a corrupted/out-of-sync
work area with a red exclamation overlay, how can this be resolved?
