Explorer Crashes When Right-Clicking a Folder

Hello, I am using version 1.6.10 of TortoiseSVN and have been for a
few days. I rebooted my computer for the second time since being
asked to by the Tortoise installer and now whenever I right-click the
background of a folder or my desktop explorer crashes. I am NOT using
PowerDesk. This is incredibly frustrating as I right-click my desktop
and folders all the time and I can't just uninstall Tortoise as I need
it to access my local SVN repository.

I have verified that the problem goes away when Tortoise is
uninstalled.

Any help would be appreciated.
