Update: I was able to fix missing TSVN functionality by 'Repair'
function. It's possible TSVN was locked somehow (update was done from
"New version available" dialog, i.e. TSVN might be running, esp. when
it was executed from Visual C++ / VisualSVN).

And, as I expected, delay while booting is back again. I'd be very
happy to assist to fix this annoying bug (which doesn't happen on my
Vista/x64 on the same computer, btw).
