TSVN Revert Permanently

There is a strange question about revert function from my coworkers.Is
it possible delete files permanently when use tsvn revert by click
"shift" if he really doesn't want to remain the file.
Because he saw the file in the recycle bin and forgot what happened to
that file.why he delete that file before and finally found out he did
revert last week.
Is it possible record his revert history or just delete file
permanently?Thanks.
