Commit failed: Failed to load properties from disk

I have a working directory for our trunk. I right clicked on the Tortoise menu and selected commit. The commit screen comes up immediately but no files are listed. Instead it shows an error message: 1st line: Failed to load properties from disk. 2nd line: Malformed file.

Clean up does not fix the problem. What file is it complaining about? How do I find out which file? Once I have the file, can I just erase it and have Tortoise rebuild the file?

Note: It is just a problem with this one directory. All my other working directories are fine. However, this one I really need.
