I tried moving this file to my desktop, and setting the permissions as
liberally as possible.
I also tried hacking my registry to allow MSI to run in safe mode,
rebooting into safe mode and installing from there. Still no luck.
My guess is that it's a problem w/ my Windows installation, not
TortoiseSVN.
