repo-browser no connection could be made

I just setup a svn server on an apache2 server with shell. I have never set
svn up before.

I created a repository and done a check out on the server, everything worked
fine.

Then i went to another machine to try and do it remotely with tortoise on a
windows7 machine and the repo browser returns this error...

Can't connect to host 'the host': No connection could be made because the
target machine actively refused it.

"the host" i put there to try and keep my server private. Could anyone
please help out asap? The url i am using is correct. I also did not get any
log in confirmation like i thought i would. Please asist asap.
