Unable to "import" into new repository

I'm completely new to Tortoisesvn, so I don't yet know what I don't know
and I'm having trouble getting started. I have Tortoisesvn installed
correctly on my Windows XP Pro. I know this because, when I right click
on a folder it shows up in the menu.

I have created a repository in a folder. All the conf, db, hooks, locks
folders are present along with the format and readme.txt files. In my
C:\temp folder I have created a "new" folder with child folders of
trunk, branches, and tags. When I right mouse click on the repository
folder, I click on import and I get the import dialog box. From there I
navigate to the C:\temp\new folder and click on "OK". I get a dialog
with a list and in the list are:

Unable to open an ra_local session to URL
Unable to open repository 'file:///C:/Temp/New'
Finished!

Nothing is imported into my new repository. How do I create and
initialize a new repository?
