Bug: TortoiseSVN highjacks the "File Version" column

There is a bug in TortoiseSVN whereby the "File Version" column
gets highjacked and replaced with a "SVN URL" column.

I am using
        TortoiseSVN 1.6.7
        Windows XP Professional Version 2002 Service Pack 3

To reproduce the problem, open an ordinary
  (non-version controlled) folder in Windows Explorer.
Right-click the column headings, and click "More..."
Check the "File Version" checkbox.
[Optionally move the column to the desired position.]
Click OK

Now select the "Tools | Folder Options..." menu.
Select the View tab.
Click the "Apply to All Folders" button.
Click OK.

Now when you navigate between your folders,
the "File Version" column is shown.

Unfortunately, if you enter a source-controlled folder
  (one with a hidden .svn folder),
  the column changes to "SVN URL". [This is the bug.]

If you descend into a non-source-controlled
  (non-versioned or ignored) folder,
  the "File Version" column is again correct.
