TSVN 1.6.7: Context menu minor UI glitch

Hello!

  In the Commit dialog add a file to the "ignore on commit" changelist.
  Call context menu for the file.
  Navigate to submenu of "Move to changelist" using keyboard. It
  should contain the sigle item "<new changelist>".
  Press DOWN key multiple times. Note that the only item stays
  selected. So far so good.
  Now press UP key multiple times.
  Expected: the item stays selected just as it does with DOWN key.
  Actually: the item selection changes between on and off.
