#1 was all you needed to do. ALWAYS make sure that you've checked out
the repository with the correct case when you're serving with Windows
- on checkout, since you've got anonymous read access, no rule checks
are performed.

Apache's case-sensitive but Windows isn't, so Windows happily hands
the repository named "Repo" to Apache when you've requested "repO".
When you attempt to commit, the rule checks kick in, and they are
case-sensitive, so "repO" doesn't match anything and you get the 403
error.

Undo #2, it's not needed and, as you're aware, not a good idea.

#3 should have been done when you first set everything up anyway, but
probably not needed since the service runs under the System account.
