Do you mean added to the WC and not yet committed, or do you mean not
added to the WC at all?

Do you mean added to the CW and committed, or do you just mean added to the WC?

I just tried this and unversioned files do not show up at all (you
cannot add them to the patch file) and added files are in the patch
file. Once you commit the addition then the file no longer has 'added'
status but 'normal', so you would not expect it to be part of a patch.

Before you shout BUG, please try to verify that it really is a bug and
not just a misunderstanding of what is intended.
