Interesting. I thought it had worked in a previous version but I didn't know which one and I didn't recall what the behaviour was before exactly. So I just downloaded 1.4.3 and tried it out. It seems it used to resize the three panes almost equally, but it was quite easy to get the window into a weird state (where the middle pane would have a "negative height").

I like the sound of the "pinned" pane sizes but can't really comment on the effort that would be involved. But in the meantime if anyone wants to try my modified version of 1.6.7, you can replace bin\TortoiseProc.exe with the contents of this zip file: http://dl.dropbox.com/u/2378599/TortoiseProc.zip
