accidentally deleted folder using explorer

Hi,
I have accidentally deleted folder using windows explorer few days ago. Now, when i'm commiting my final changes to deploy the project, it wont let me.

I'm not worried about deleting the folder, because i had a copy on my test server. So, when i copy it from test server into my working folder, then add the folder to repo, it wont let me. It says ".svn containing working copy admin area is missing"

What i've tried:
Used SVN Update
Then it say "Working copy is locked", "Use Cleanup command"
Then when i use Cleanup command

I have also deleted that folder from repo, so i can added it again, but didnt work.

Environment: win7

I would appreciate any help.
