that both mention this error code, this error happens when some
services, that are expected to be running on your computer, are not
running/cannot be run.
KB 295623 and KB 958043 mention different services, so it might be anything.
0x80070422 is decimal 2147943458 or -1058. As mentioned here:

Error 2147943458 indicates that the service cannot be started for one
of the following reasons:
* The service is disabled.
* The service is not associated with enabled devices.
