There's a big button on the left, just above the commit log message edit
control named "recent messages". A click on that button opens a dialog
where you can choose one of your previous commit messages - doubleclick
on the one you want and it gets inserted in the commit log message control.

If you want to re-open the commit dialog automatically after a failed
commit, go to the settings dialog:
Settings->General->Dialogs 2->"Reopen commit and branch/tag dialog after
a commit failed".
