Something like this, maybe:
Create folder structure within tags
/tags
-- /alice
-- /bob
-- /charlie
-- /dave

Administrator sets up permissions in the repository config file so
that only alice has write permission in /tags/alice etc.

Alice can now create /tags/alice/version_1.0
