RE: Create a working copy with folders from tag and trunk.

Sounds like you want individual branches! Merge from the trunk to get updates and when your work is finished reintegrate with the trunk. This is, in my opinion, the easiest way to achieve your working model. We use something similar where I am. We actually test before reintegration, but that's a QA issue rather than SVN.
