Nonetheless it makes it easier to read if you do quote, especially for
mail clients which don't show the entire thread at once, and mail
archives.

We realise you are not asking for full automation, but TortoiseSVN is
intended as a GUI client so that the user can edit what is in the
dialogs before pressing OK. For scripting where you just expect things
to run without any interaction then it is the wrong tool for the job.
Sure, it would be convenient if it did everything the command line
client does. It would be good if it made my tea too. But why go to the
effort of duplicating what is already easily available?

I think this was introduced in 1.5

For what it's worth I agree with you. If the URL and folder are
specified on the command line then they probably should not be
changed. But if this change goes in you won't see it until 1.7 which
is a loooong way off yet.
